Kielellisiä taitoja ja koulunkäyntivalmiuksia : valmistavan opetuksen ja oman äidinkielen opetuksen tila ja vaikuttavuus -arviointi

Abstract

Tässä raportissa tarkastellaan Kansallisen koulutuksen arviointikeskuksen (Karvin) toteuttaman kansallisen arvioinnin tuloksia perusopetukseen valmistavan opetuksen ja oppilaan oman äidinkielen opetuksen tilasta ja vaikuttavuudesta. Arviointi kohdistuu erityisesti opetuksen tavoitteiden toteutumiseen ja opetuksen järjestämistapoihin. Lisäksi selvitetään opetusta ja oppimista edistäviä ja estäviä tekijöitä. Arviointi tuottaa tietoa hallituksen Oikeus oppia -kehittämisohjelmaan. Ohjelman tavoitteena on laatia toimenpiteitä, joilla turvataan maahanmuuttotaustaisten lasten ja nuorten oppimisedellytykset ja koulutussiirtymät etenkin koulutuksen nivelvaiheissa. Arviointiin osallistui 73 opetuksen järjestäjää, 163 rehtoria, 308 valmistavan opetuksen opettajaa ja 154 oman äidinkielen opettajaa. Lisäksi järjestettyyn suomen kielen testaukseen osallistui 2 211 valmistavan opetuksen oppilasta. Valmistavaa ja oman äidinkielen opetusta tarjottiin eniten suomenkielisissä kouluissa, kaupunkimaisissa kunnissa ja Etelä-Suomen sekä Länsi- ja Sisä-Suomen AVI-alueilla. Arviointiin osallistuneista opettajista 60 % opetti ensisijaisesti ryhmämuotoisessa ja 40 % integroidusti valmistavassa opetuksessa olevia oppilaita. Valmistavan opetuksen opettajat olivat koulutukseltaan enimmäkseen luokan- tai aineenopettajia, ja oman äidinkielen opettajista lähes puolet oli suorittanut opettajan pedagogiset opinnot Suomessa ja melkein yhtä moni opettajan tutkinnon muussa maassa. Puolet opetuksen järjestäjistä oli määritellyt valmistavan opetuksen opettajille kelpoisuusehdot. Arviointiin osallistuneet oman äidinkielen opettajat opettivat yhteensä 38:aa kieltä 202 koulussa.

This report examines the results of the national evaluation implemented by the Finnish Education Evaluation Centre (FINEEC) on the state and effectiveness of instruction preparing for basic education and instruction in the student’s own mother tongue. The evaluation pays attention especially to the achievement of the objectives of the instruction and the forms of providing education. In addition, factors promoting and preventing teaching and learning are investigated. The evaluation produces information to the Government’s Right to Learn development programme. The aim of the programme is to draw up measures for securing the learning potential and educational transitions of children and young people with immigrant background especially in the educational transition phases. Seventy-three education providers, 163 principals, 308 teachers from preparatory education and 154 teachers of the student’s own mother tongue participated in the evaluation. In addition, 2,211 students from preparatory education participated in the testing organised in the Finnish language. Preparatory education and instruction in the student’s own mother tongue were offered most in Finnish-speaking schools, in urban municipalities and in the areas of the Regional State Administrative Agencies for Southern Finland and Western and Inland Finland. Of the teachers who participated in the evaluation, 60% taught students primarily in group-based preparatory education and 40% in integrated preparatory education. The teachers of preparatory education were mostly class or subject teachers by training. Of the teachers of the student’s own mother tongue, almost one half had completed the teacher’s pedagogical studies in Finland and almost equally many had completed a teaching qualification in some other country. One half of the education providers had defined eligibility criteria for teachers of preparatory education. The teachers of the student’s own mother tongue who participated in the evaluation taught a total of 38 languages in 202 schools.
