Liikenneinfrastruktuurihankkeiden rakentamisaikaiset vaikutukset työllisyyteen

Abstract

Hankkeen tavoitteena on ollut määrittää tutkittuun tietoon perustuva viitekehys liikenneinfrastruktuurihankkeiden rakentamisaikaisten työllisyysvaikutusten arviointiin. Liikenneinfrastruktuurihankkeen rakentamisaikainen bruttomääräinen vaikutus työllisyyteen muodostuu suorasta työpanostarpeesta työmaalla ja välillisestä työpanostarpeesta. Välillinen työpanostarve taaksepäin syntyy rakentamisen välituotevalmistuksessa ja välillinen työpanostarve eteenpäin palkkatulojen synnyttämän kulutuskysynnän lisäyksen kautta. Nettotyöllisyysvaikutus tarkoittaa työllisyysasteen muutosta taloudessa. Silloin huomioidaan rakentamisesta johtuvan työvoiman kysynnän syrjäytysvaikutus jo olemassa oleviin työpaikkoihin. Kirjallisuuden ja tässä hankkeessa tehtyjen esimerkkilaskelmien perusteella liikenneinfrastruktuurihankkeet eivät yleensä lisää työllisyysastetta valtakunnallisesti, eivätkä ne siten ole vaikuttavia suhdanne- tai työllisyyspolitiikan keinoja. Tämä johtuu muun muassa työvoiman niukkuudesta maa- ja vesirakentamisalalla, jossa työllisyyden lisääminen edellyttäisi työvoiman tarjonnan lisäämistä. Liikennehankkeiden bruttomääräiset työpanostarpeet olisi kuitenkin perusteltua arvioida esimerkiksi hankearvioinnin osana. Hankkeen työpanostarve on helposti arvioitavissa, ja tieto on hyödyllinen esimerkiksi arvioitaessa koko väylärakentamisen työpanostarpeita alueellisesti ja ajallisesti.

The aim of the project has been to define a reference framework for assessing the employment effects of transport infrastructure projects during construction, based on relevant literature. The gross impact on employment during construction consists of labour directly employed by the project, labour employed indirectly in backward-linked industries and, induced employment. The indirect impact backwards refers to employment in industries supplying materials and services for the construction project. The induced employment is created when the additional income from direct and indirect impact employment is spent on goods and services. The net impact on employment means the change in the employment rate in the economy. In this case, the crowding out effect on the labour market is included. Based on the literature and the case calculations made in this project, transport infrastructure projects generally do not increase the employment rate nationwide during construction. Therefore, they are not considered effective means of counter-cyclical or employment policy. This is due, among other things, to insufficient labour supply in the civil engineering industry. A higher employment rate would require an increase of the labour supply instead of an increase in labour demand. However, it would be justified to assess the gross impacts on employment of transport projects, for example as part of project appraisal. The gross impacts can be easily assessed, and the information is useful, for example, in estimating how much labour is needed in transport infrastructure construction in different regions in the coming years.
