Pilvipalveluihin siirtymisen hyödyt ja haasteet – tietohallinnon näkökulma

Abstract

Tässä tutkielmassa tarkastellaan pilvipalveluihin siirtymiseen liittyviä hyötyjä ja haasteita erityisesti organisaation tietohallinnon näkökulmasta tarkasteltuna. Tutkielmassa haetaan vastauksia pilvipalveluihin siirtymiseen liittyviin näkökulmiin, siirtymän koettuihin hyötyihin ja haasteisiin sekä haasteiden ratkaisuehdotuksiin. Tutkielman kirjallisuuskatsaus toteutetaan kuvailevan kirjallisuuskatsauksen integroivaa tyyliä käyttäen. Empiirinen osuus toteutettiin kolmeen suomalaiseen korkeakouluorganisaatioon kohdistetulla tapaustutkimuksella, jossa hyödynnettiin puolistrukturoituja haastatteluja. Organisaatioiden tietohallinnon harkitsemia näkökulmia pilvipalveluihin siirtyessään tai niissä pysyessään ovat organisaation pilvistrategia, pilvipalveluiden kustannukset, pilvipalveluiden tietoturvan ja tietosuojan taso sekä pilvipalveluosaamisen saatavuus markkinoilta. Pilvipalveluiden hyötyinä perinteisiin on-premises datakeskuksiin verrattuna nähdään pilvipalveluiden kustannustehokkuus, pilvipalveluiden joustavuus, pilvipalveluiden parempi saatavuus, pilvipalveluista saatavat edistyneet ohjelmistot ja palvelut sekä pilvipalveluiden vahva tietoturvan taso. Haasteina nähdään pilvisiirtymän vaikeasti arvioitavat ja yllättävät kustannukset, pilvipalveluiden tekniset vaatimukset, tietoturvaan ja tietosuojaan liittyvien säännösten ja lakien noudattaminen, pilvipalveluosaamisen saatavuus ja rekrytointi sekä pilvipalveluiden monimutkaiset sopimusehdot ja sopimusneuvottelut. Ratkaisuehdotuksina haasteisiin ovat pilvipalveluihin itse kehitettävät toiminnallisuudet sekä standardoitujen pilvipalveluiden käyttäminen kustannustehokkuuden parantamiseksi ja palveluntarjoajaan lukittautumisen vähentämiseksi. Henkilökunnan koulutus ja motivointi sekä yhteistyö alan eri toimijoiden kanssa vähentävät osaamiseen liittyviä haasteita. Organisaation tietoturvakäytänteet, henkilöstön tietoturvakoulutus sekä ulkoisten tietoturvayhtiöiden hyödyntäminen vähentävät tietoturvauhkia. Huolellinen sopimusvalmistelu, juridisten asiantuntijoiden hyödyntäminen sekä IT-palveluiden hankintaprosessin standardisointi ja automatisointi vähentävät sopimusehtoihin ja tietosuojaan liittyviä haasteita sekä tukevat pilvipalveluiden käyttöönottoa organisaation tietohallinnon kokonaisarkkitehtuuria noudattaen. Tutkielmassa rakennetaan artefakti pilvipalveluihin siirtymisen hyödyistä ja haasteista kirjallisuuskatsauksen sekä tapaustutkimuksen avulla. Artefaktin avulla organisaatiot voivat suunnitella pilvipalvelusiirtymäänsä sekä analysoida siirtymään liittyviä hyötyjä ja haasteita ennen siirtymän toteuttamista. Artefakti tuottaa myös uutta tietoa akateemiseen tietämyskantaan pilvipalveluiden siirtymisen hyödyistä ja haasteista.

This Master’s Thesis examines the benefits and challenges of moving to cloud computing, especially from the perspective of the organization’s Information Management department. The thesis seeks answers to the perspectives related to the transition to cloud services, the perceived benefits and challenges of the transition, and the solutions to the challenges. The literature review of the the-sis is conducted using the integrative style of the descriptive literature review. The empirical part was conducted with a case study targeted at three Finnish higher education organizations, utilizing semi-structured interviews. The perspectives considered by the Information Management department when switching to or staying with cloud services include the organization's cloud strategy, cloud service costs, the level of security and data protection in cloud services, and the availability of cloud service expertise. The benefits compared to traditional on-premises datacenters are the cost-effectiveness, flexibility, better availability, advanced software and services, and the strong level of security in cloud services. Challenges include the difficult-to-assess and unexpected costs of the cloud transition, the technical requirements of cloud services, compliance with regulations and laws related to information security and data protection, the availability and recruitment of cloud computing expertise, and the complex terms and conditions and contract negotiations. The solutions to the challenges include functionalities developed to cloud services, and the use of standardized cloud services to improve cost efficiency and reduce vendor-lock-in. Staff training and motivation and cooperation with different actors in the field, re-duce the challenges related to competence. Organizational information security practices, information security training, and the use of external information security companies reduce information security threats. Careful contract preparation, utilizing legal experts, and standardizing and automating the IT service procurement process reduce contract terms and data protection challenges, as well as supporting the deployment of cloud services in compliance with the organization's information management architecture. The thesis builds an artefact on the benefits and challenges of transitioning to cloud computing through a literature review and case study. The artifact allows organizations to plan and analyse the benefits and challenges before conducting the transition. The artefact also provides new insights into the benefits and challenges of cloud computing in the academic knowledge base.
