Liikkeenjohdon konsulttien käyttö julkisen sektorin IT-projekteissa

Abstract

Julkinen sektori on alkanut käyttämään liikkeenjohdon konsultteja IT-projekteissaan enemmän kuin koskaan ennen. Julkisuudessa julkiset IT-hankkeet ovat julkisuudessa epäonnistumisien takia. Julkisen sektorin IT-projektit kiinnostavat myös ihmisiä enemmän, sillä niihin käytetään julkisia varoja. Liikkeenjohdon konsulteilla on hyvin ristiriitainen maine ja moni ei tiedä, mitä he tekevät julkisissa IT-projekteissa ja kuinka järkevää heitä on niihin palkata. Julkisen sektorin uudistuminen 1990- luvulla on johtanut monen yksityisen sektorin käytänteen siirtymisen julkisen puolen organisaatioon. Yksi näistä muutoksista on organisaation ulkopuolisten asiantuntijoiden palkkaaminen, eli konsulttien käyttö. Tulevaisuus menee edelleen yhä teknologiavoittoisempaan suuntaan, joten IT-projektit tulevat olemaan arkipäivää tulevaisuudessakin. Tämän kirjallisuuskatsauksen tavoitteena on tutkia liikkeenjohdon konsulttien käyttöä julkisissa IT-projekteissa ja milloin heitä kannattaisi käyttää kokoamalla tietoa eri lähteistä. Kirjallisuuskatsaus osoitti, että heillä on ollut suuri rooli julkisen sektorin muutoksessa ja heitä voidaan käyttää lukuisissa eri rooleissa IT-projekteissa. Myös julkisen sektorin tarve liikkeenjohdon konsulteille on olemassa, sillä julkisella sektorilla ei ole kykyä arvioida laajoja IT-kokonaisuuksia, eikä tarvittavaa osaamista, viedä laajoja IT-projekteja onnistuneesti loppuun.

The public sector has started using management consultants in its IT projects more than ever before. Public IT projects are publicized in the media due to many failures. Public sector IT projects are also of greater interest to people, as public funds are used for them. Management consultants have a very controversial reputation, and many people do not know what they are doing in public IT projects and how reasonable it is to hire them. The reform of the public sector in the 1990s has led to the transition of many private sector practices to a public sector organization. One of these changes is the recruitment of external experts, i.e., the use of consultants. The future will have more and more IT projects and they will be a daily experience in the future. The aim of this literature review is to study the use of management consultants in public IT projects and when to use them by collecting information from different sources. The literature review showed that management consultants have played a major role in public sector change and can be used in a wide range of roles in IT projects. There is also a public sector need for management consultants, as the public sector does not have the ability to assess large IT entities, nor the necessary know-how, to successfully complete large IT projects.
