The study surveyed, through interviews, teachers' perceptions of the effectiveness of the LUMA project in 1996-99. The interviewees represented all LUMA schools in six municipalities located in different parts of Finland; as many teachers as possible who had taken part in the project were interviewed as a group using questions prepared beforehand. Coordinators in the municipalities and at the teacher training schools, other teachers at the LUMA schools, and upper secondary school students also received a questionnaire. The purpose of the study was to determine teachers' opinions about factors promoting and hampering the spreading of the project, the benefits of in-service training for participation in the project, and the effect of the project on changes in teaching practices during the years of observation. The study revealed that the municipalities and schools involved were variously committed to the project. For example, the resources allocated for the project differed greatly both in quantitative and qualitative terms. Teachers' willingness to take on voluntary work and the amount of voluntary work done by them varied depending on the material and immaterial support provided by the municipality, school administration or colleagues. A team was better placed to persist with training themselves, being active within their own school and spreading the project than teachers acting alone. Without exception, all respondents considered further training necessary. Absence during training hampered the activities of the schools and caused difficulties to the absent teachers themselves. The teachers were happy to be taking part in a national-level project and pleased that the aims had been clearly defined. On the other hand, they felt that they had been left on their own in many areas, such as the emphases of the curriculum and the distribution of classroom hours, organising the practical implementation, submitting their experimental ideas to the municipalities and schools for approval, negotiating an allocation, and the obligation to spread the project and powers of action. There had been changes in all the interviewed schools, for example in the planning, quantity, quality and evaluation of the teaching provision. According to the teachers' assessment, the students' learning outcomes had not, with the exception of a few schools, as yet improved very much, but the teachers reported that their students were taking more pleasure in learning during lessons. They talked about improved motivation, seeing all the students join in, a cheerful atmosphere, more staying power and, very often, improved self-esteem among the students as a result of studying the LUMA subjects. The teachers' own perceptions ranged from being tired of the project to active enthusiasm for spreading it. However, all the schools wished to continue along the path taken; as the teachers saw it, "you can't turn the clock back". All interviewees discussed future development targets but felt that they had already had some success with the project.en
