Organisaation IT-strategian suunnittelu : tapaustutkimus Rikosseuraamuslaitos

Abstract

Tässä työssä tutkittiin, miten IT-strategiaprosessia voidaan tukea sitä varten luoduilla suunnittelumenetelmillä. IT-strategian avulla organisaatio saa määritettyä, miten tietotekniikka tukee liiketoimintaa tai luo kilpailua valitussa liiketoimintaympäristössä. Aihetta oli tarpeen tutkia, koska vaikka IT-strategiaan ja sen kehitysmenetelmiin liittyviä aiheita tutkittiin paljon 1990-luvulla ja edelleen 2000–luvun alussa, on viimeaikainen tuore tutkimus varsin vähäistä. IT-strategian rooli ei ole kuitenkaan vähentynyt, vaan se on olennainen osana organisaatioiden liiketoimintaa ja on digitalisaation takia entisestään korostunut. Strategian luomista voidaan tukea sitä varten kehitettyjen menetelmien avulla. Työssä todetaan, että parhaimmillaan valmiit suunnittelumenetelmät tehostavat projektien kustannustehokkuutta vähentäen työvoiman, ajan ja rahan tarvetta sekä parantavat informaation hankkimista, hyödyntämistä ja jakamista. Menetelmä toimii työvälineenä auttaen projektin aikataulussa ja rajauksissa pysymistä sekä tarjoaa tukea tietojärjestelmäkehitykselle parantaen tulosten laatua. Menetelmien käytössä voi esiintyä kuitenkin haasteita vaadittavien resurssien ja organisaation sisäisen osaamisen osalta tai menetelmä voi olla liian tekninen tai tiedonjaossa voi esiintyä ongelmia. Menetelmissä esiintyvien haasteiden takia menetelmäsovittamista voidaan hyödyntää osana onnistunutta menetelmän käyttöönottoa. Työssä tutkittiin, miten suunnittelumenetelmillä voidaan tukea IT-strategiaprosessia. Tutkimus toteutettiin tapaustutkimuksena, johon oli valittu smeISP-menetelmä ja kohdeorganisaatioksi Rikosseuraamuslaitos. Lähteinä käytettiin Rikosseuraamuslaitoksen virkamiehille toteutettua puolistrukturoitua teemahaastattelua ja hyödynnettiin kirjallisia julkisia lähteitä, kuten lakeja ja asetuksia. Työssä tutkittiin, miten valittua smeISP-menetelmää voitaisiin hyödyntää Suomen Rikosseuraamuslaitoksen IT-strategian suunnittelussa ja havaita mahdolliset sovitustarpeet menetelmän käytänteisiin. Työssä havaittiin, että menetelmää voitaisiin hyödyntää tietyin sovitustarpein ja havaittiin tekijöitä, jotka tukisivat positiivisesti menetelmän soveltumista tähän tarpeeseen.

The aim of this study was to explore how IT strategy process can be supported by the methods created for it. An IT strategy allows an organization to determine how IT supports business or creates competition in the chosen business environment. There was a need to study the topic, because although the ICT strategy and its development methods were studied much in the 1990s and still in the early 2000s, the recent research is rather limited. However, the role of the ICT strategy has not diminished but still the IT strategy plays an essential role as part of the business of organizations. Due to the digitalization, the role of IT strategy as part of the organization’s strategy has become even more pronounced. Creating a strategy can be supported by methods developed for this purpose. The thesis states that design tools at the best enhance the costeffectiveness of the projects, reducing the need for labor, time and money, and improve the acquisition, exploitation and sharing of information. The method works as a tool to help to keep the project on schedule and within the boundaries and provides support for the information system development, improving the quality of the results. However, there may be challenges in the use of the methods in terms of the resources required, in-house know-how, or the method may be too technical or there may be problems with data sharing. Due to the challenges in the methods, method engineering can be utilized as part of a successful implementation of the method. In this thesis, it was investigated how design methods can support the IT strategy process. The study was carried out as a case study, in which the smeISP method was used and Finnish Criminal Sanctions Agency was selected as the targer organization. Sources were a semistructured theme interviews conducted by the Criminal Sanctuary officials and utilized written public sources such as laws and regulations. The thesis examined how the chosen design method smeISP could be utilized in the planning of the IT strategy in Finnish Criminal Sanctions Agency and to identify possible needs for customization of the smeISP’s practices. In the thesis it was noticed that the method could be utilized subject for certain adaption needs. Also, some factors were perceived, that would positively support the suitability of the methods for this need.
