Työttömien yhdistykset Suomessa - poliittisesta liikkeestä työvoimatoimistojen haarakonttoreiksi

Abstract

Tutkimuksessa tarkastellaan työttömien yhdistysten toiminnan kehitystä aikavälillä 1990–2015. Tutkimus hakee vastausta kahteen kysymykseen: Millaista työttömien yhdistysten toiminnan sisältö on ollut? Millaisen kollektiivisen toiminnan ympäristön suomalainen työttömyyden kenttä on työttömien yhdistyksille mahdollistanut? Tutkimus sijoittuu yhteiskunnallisia liikkeitä käsittelevän sosiologisen tutkimuksen alueelle. Teoreettisesti tutkimus hyödyntää aikaisempaa yhteiskunnallisia liikkeitä koskevaa tutkimusta ja intressien sosiologista tutkimusperinnettä. Tutkimuksen keskeisiä käsitteitä ovat strategisen toiminnan kenttien käsite sekä laaja-alainen intressin käsite. Laaja-alainen tulkinta intresseistä viittaa siihen, että intressien tulkinnassa on taloudellisten motiivien ohella huomioitava ideologiset ja poliittiset motiivit. Työttömien yhdistykset yksilö- ja ryhmäintressien kokonaisuuksina linkittyvät osaksi kansalaisyhteiskuntaa ja laajempia yhteiskunnallisia suhteita. Strategisen toiminnan kenttien teorian avulla on mahdollista tunnistaa erilaisia yhteiskunnallisia kenttiä, jotka eivät noudata tarkkoja etukäteen määriteltyjä institutionalisoituneita rajoja. Aineistona tutkimuksessa hyödynnetään yhdistysten toimintaa kuvaavia dokumentteja ja toiminnassa mukana olleiden yhdistysaktiivien haastatteluja. Tämän lisäksi hyödynnetään työttömien yhdistyksille tehtyä kyselyaineistoa ja työttömyyttä kuvaavia julkisia dokumentteja. Erityisinä tapauksina tutkimuksessa ovat kaksi työttömien yhdistystä joista toinen on toiminut suuressa kaupungissa ja toinen pienellä maaseutupaikkakunnalla. Tutkimuksen keskeisin tulos on kuvaus siitä, miten työttömien yhdistykset ovat olleet osat suomalaisen yhteiskunnan kehitystä ja ovat tuottaneet alun protestivaiheen jälkeen omalta osaltaan yhteiskunnallista vakautta. Samalla työttömien yhdistysten intressit ja rooli kansalaisyhteiskunnan toimijoina ovat muuttuneet. Työttömien yhdistysten rooli erityisesti tavallisten työttömien silmissä on hämärtynyt. Kehitys vastaa osin muiden vähäisillä resursseilla toimivien yhteiskunnallisten liikkeiden toimintaa, mutta tutkimus osoittaa, että työttömien yhdistyksillä on tämän lisäksi myös oma spesifi kollektiivisen toiminnan logiikkansa, joka selittää niiden kehitystä. Varmistaessaan toiminnan jatkuvuuden yhdistysmuotoisuuden avulla, työttömien liikkeet menettävät samalla keskeisimmän resurssinsa eli yhteyden työttömiin ja heidän joukkovoimaansa.

The study examines the development of the activities of unemployed associations in the period 1990–2015. The research seeks answers to two questions: What has the content of the activities of the unemployed associations been like? What kind of environment for collective action has the Finnish unemployment field made possible for associations of the unemployed? The research is located in the area of sociological research dealing with social movements. Theoretically, the research makes use of previous research on social movements and the sociological research tradition of interests. The central concepts of the research are the concept of fields of strategic activity and the concept of wide-ranging interest. A broad interpretation of interests suggests that ideological and political motives must be taken into account in the interpretation of interests in addition to economic motives. Associations of the unemployed, as entities of individual and group interests, are linked as part of civil society and wider social relations. With the help of the theory of fields of strategic activity, it is possible to identify different social fields that do not follow precise institutionalized boundaries defined in advance. The research uses documents describing the activities of the associations and interviews of the active members of the associations who participated in the activities. In addition to this, survey material made for associations of the unemployed and public documents describing unemployment will be used. Special cases in the study are two associations of the unemployed, one of which has operated in a large city and the other in a small rural settlement. The main result of the research is a description of how the associations of the unemployed have been part of the development of Finnish society and have produced social stability for their part after the initial protest phase. At the same time, the interests and role of unemployed associations as civil society actors have changed. The role of unemployed associations, especially in the eyes of ordinary unemployed people, has become blurred. The development partly corresponds to the activities of other social movements operating with limited resources, but research shows that, in addition to this, the associations of the unemployed also have their own specific logic of collective action, which explains their development. While ensuring the continuity of operations through the association form, the movements of the unemployed lose their most important resource, i.e. the connection with the unemployed and their collective power.
