Tämän tutkielman tavoite on analysoida mitkä Somalia Development and Reconstruction Facility (SDRF)- rahastojen onnistumiset ja puutteet konfliktisensitiivyyden valtavirtaistamisessa Somali kompaktin aikana 2014-2016. Interventioiden konfliktisensitiivisyyttä analysoitiin myös depolitisaatio-teorian näkökulmasta. Tutkimusaineisto koostuu rahastojen seurantaraporteista ja muista tärkeistä asiakirjoista, sekä kansainvälisten järjestöjen sekä tutkimusinstituutioiden riippumattomista raporteista. Tutkimusaineisto analysoitiin induktiivisella sisältöanalyysilla. Tämä toteutettiin identifioimalla tutkimusaineistosta ne osat, jotka olivat relevantteja tutkimuskysymyksen analysoimiseen, luomalla konfliktisensitiivisyyden eri tasoista kategoriat, määrittelemällä minkä kategorian puitteissa identifioidut aineiston osat analysoidaan, arvioimalla kuinka konfliktisensitiivistä toiminta on ollut eri kategorioiden tasolla sekä kuinka tämä liittyy depolitisaatioon. Tulokset osoittivat että Somalia kompaktin kehityskumppanit olivat onnistuneita konfliktisensitiivisyyden valtavirtaistamisessa joissain määrin instituutioiden rakenteissa sekä interventioissa. Tulokset kuitenkin myös osoittivat useita puutteita konfliktinsensitiivisyden valtavirtaistamisessa ja integroimisessa, sillä kattavaa analyysiä valtion hauraudesta ei oltu tehty, ja konfliktisensitiivyyttä ei oltu täysin huomioitu instituutionalisissa rakenteissa ja hankehallinnossa. ...
 
The purpose of this thesis was to analyse what were the successes and shortcomings of the Somalia Development and Reconstruction Facility (SDRF) funding windows in mainstreaming conflict sensitivity in their aid interventions during the Somali Compact 2014-2016. Conflict sensitivity of the aid interventions was examined in the theoretical framework of depolitization. The empirical data used for the analysis consisted of progress reports and other key documents by the funding findows as well as independent reports by INGOs and research institutes. The research material for the case study research was analysed through inductive content analysis. This was conducted by identifying parts from the research material that are relevant to examining the research question, creating categories on the different levels of conflict sensitivity, determining which category the identified data was descriptive of and then analysing the data according to how it succeeded in upholding conflict sensitivity at this level and the way this relates to the theory of depolitization. The results showed that the development partners of the Somali Compact were successful in mainstreaming conflict sensitivity at some level in their institutional structures and in interventions. However, there were several shortcomings in regard to mainstreaming and integrating conflict sensitivity in the development efforts, these included failing to complete a full fragility assessment on the context dynamics in Somalia, not taking full institutional measures for conflict sensitivity, and only partially integrating conflict sensitivity into programming. ...
