This report describes the consequences of the COVID-19 pandemic in 2020, the first year of the pandemic, on the daily life of parents with children under school age: It covers areas of daily life such as paid employment, reconciling paid work and childcare, and the sharing of household work and childcare between the parents. The study is part of both the Finnish Institute for Health and Welfare’s (THL) research project on the impacts of the COVID-19 pandemic on the wellbeing of families with children and the University of Jyväskylä’s research project on early childhood education and care and the coronavirus pandemic, and it is also part of the series of sub-reports that present the research results of the latter project. The project of the University of Jyväskylä is funded by the Ministry of Education and Culture and the THL project receives its funding from the budget allocated for COVID-19 research in the state’s supplementary budget. The results presented in the report are based on a survey which was carried out at the turn of the year 2020–2021 among parents in different parts of Finland who have a child aged around five (1315 mothers and 528 fathers). Due to reasons relating to sampling and respondent loss, the data is not nationally representative: the respondents are considerably more highly educated than average. This being the case, the data can provide information particularly on changes to the parents’ situations and experiences during the coronavirus pandemic and differences between different groups, but it can only give a general indication of the generalisability of these situations and experiences. Among the mothers and fathers who responded to the survey, the proportion in paid employment fell slightly in 2020 after the onset of the coronavirus pandemic. With regards to those who were in full-time work in January 2020, just slightly more of the mothers than fathers were no longer in full-time work in spring 2020; most commonly these parents were either laid off or shifted to part-time work or caring for children at home. A large share of working parents switched to remote work during the coronavirus pandemic, but a significant proportion, and particularly mothers, continued working only at their workplace. Among the survey respondents, it can also be seen that the mothers who were working remotely returned to the workplace more quickly than the fathers once the emergency conditions of spring 2020 were over. For both fathers and mothers, remote work was more common among highly educated and senior white-collar workers, while lower-skilled workers and those with employee status more often remained in the workplace. Parents, and mothers in particular, also reported changes in the amount of paid work during spring 2020: the majority saw an increase, though some saw a decrease. Both mothers and fathers, but particularly mothers, found reconciling work and childcare significantly more difficult during the emergency conditions of spring 2020 than before the coronavirus pandemic or at the turn of the year 2020-2021. Reconciling the two during the emergency conditions of spring 2020 was more difficult for those doing remote work as well as for those whose five-years-old was out of early childhood education and care, and these groups also reported that they more often worked at unusual times such as evenings or weekends. Nevertheless, parents assessed overall that the emergency conditions of spring 2020 had considerably more positive than negative consequences for their family life and for themselves as parents. Changes in the distribution of childcare and household work in two-parent families during the spring 2020 emergency conditions were small and varied in nature. In some families the mother more clearly assumed the primary responsibility for childcare, while in others the father did. In terms of household work responsibilities, the changes were even smaller or almost non-existent. Remote work or studies for the father correlated with a more evenly shared or even a larger share of household work and childcare responsibilities for the father, although such responsibilities were most clearly taken on by a parent who was not engaged at all in studies or paid work. By the end of 2020, the division of labour was once again similar to how it had been prior to the onset of the pandemic: childcare and household work were either distributed fairly evenly between the parents or the mother did more than the father. For many parents of children under school age, it would seem that the first corona pandemic spring 2020 presented severe difficulties in reconciling work and family life, and many parents sought to deal with these difficulties using more flexible working hours, adjusted parental childcare responsibilities and other such means. Nevertheless, the changes in the division of labour between parents and the exceptional challenges of reconciling paid work and childcare turned out to be temporary, despite the broad-scale continuation of remote work, with the prior conditions being mostly restored once the children returned to day-care. It appears, therefore, that early childhood education and care, in addition to its significance in the first stages of a child's educational path, does indeed also have an important role in enabling parents to reconcile paid work and childcare.en
