dc.description.abstractPäivi Rinne tutki väitöskirjassaan, millaisia muutoksia palveluihin ja ammattityöhön sosiaalialan projekteilla tavoiteltiin, miten projekteja perusteltiin ja miten niissä toimittiin tavoitteiden saavuttamiseksi.Valtionhallinnossa toteutettiin 1990-luvulla julkishallinnon reformi, jossa vastuu julkisten palveluiden järjestämisestä siirtyi kunnille. Monet sosiaalialan projektit niin kunnissa kuin järjestöissäkin syntyivät reaktiona tähän haasteeseen. Valtio ohjasi projekteilla kuntia aktiivisiksi toimijoiksi, jotka toteuttavat strategista suunnittelua, jakavat vastuuta palveluiden tuottamisesta mm. järjestöjen kanssa sekä osaavat sovittaa yhteen tarpeita ja taloutta.– Kuntien haluttiin ottavan vastuu palveluista ja lisäksi sitouttavan muita paikallisia toimijoita yhteisiin tavoitteisiin, Rinne havaitsi.Projekteilla haluttiin puuttua hyvinvointipalveluiden epäkohtiin, esimerkiksi palveluiden byrokraattisuuteen. Järjestöt toivat esille joustavampien ja monipuolisempien palveluiden tarvetta, esimerkiksi avohuollon vähäisyyttä. Sosiaalialan työntekijät halusivat muutosta työnsä pakkotahtisuuteen ja niukkoihin mahdollisuuksiin tuoda asiantuntemustaan esille. Monet projekteista toteutettiin Euroopan Unionin tai Raha-automaattiyhdistyksen rahoituksella. Nämä tahot toivat omat painopisteensä tavoitteiden asettamiseen.Projektin aikana byrokratia ja yksityiskohtaiset säännöt oli mahdollista jättää vähemmälle huomiolle. Toimintaa voitiin järjestellä asiakaskunnan tarpeet ja paikalliset olosuhteet huomioiden. Julkisen sektorin projekteissa pyrittiin yhteistyössä eri tahojen kanssa luomaan yhteistä näkemystä kuntalaisten tarpeista. Pohdittiin myös eri tahojen roolia palveluiden kehittämisessä ja strategisissa linjauksissa.Projekteissa toteutettiin uusia matalan kynnyksen palveluita, yksilöllisiä tukitoimia sekä yhteisöllisiä ja arjenläheisiä toimintoja. Uusissa palveluissa vapaaehtoistoiminta oli alusta saakka merkittävässä roolissa ja toiminnan kehittämisessä kuunneltiin palveluiden käyttäjiä. Sosiaalialan työtä kehittävissä projekteissa sallittiin työntekijöiden irtaantuminen tiukoista aikatauluista ja tarkasti määritellyistä tehtäväkuvista. He saivat mahdollisuuksia käyttää ammattitaitoaan myös asiakastyötä laajempiin sosiaalisiin kysymyksiin.- Yhteinen oppiminen ja muutoksen haltuunotto olivat projekteissa tyypillisiä toimintatapoja. Osallistujien sitouttamista prosessiin pidettiin tärkeänä, Rinne kertoo.Osallistujat saivat muotoilla toimintojen sisältöjä työntekijän, järjestöaktiivin tai asiakkaan roolista käsin. Nämä kokemukset lisäsivät valmiutta kohdata muutoksia, tehdä yhteistyötä, vapaaehtoistyötä tai toimia tiukkojen normien mukaisesti. Osallistujat tottuivat ohjaamaan omaehtoisesti toimintaansa annettujen tavoitteiden suuntaisesti.Projekteissa pyrittiin löytämään tapoja siirtää kokeilun tulokset pysyväksi toiminnaksi. Uuden julkishallinnon tarpeisiin soveltuivat parhaiten projektien tulokset, jotka olivat tuotteistettavissa ja mallinnettavissa. Osalla toiminnoista oli mahdollisuuksia jatkua vain vapaaehtoistoiminnan varassa.- Tutkimus konkretisoi siirtymistä kohti projektiyhteiskuntaa, jossa osa vastuusta on siirtymässä kolmannelle sektorille ja kansalaisille, Rinne kuvailee.Rinteen aineisto muodostui 124 Sosiaaliturva-lehden kirjoituksesta, jotka oli julkaistu vuosina 1990, 1996 ja 2000. Kirjoituksissa mm. lehden toimittajat, projektityöntekijät, tutkijat ja hallinnon edustajat tarkastelivat ajankohtaista projektitoimintaa kunnissa, valtionhallinnossa ja järjestöissä.fi
dc.description.abstractChanges in the Finnish society, during the 1990’s, caused widely stretching influences on social welfare services and professional social work. Several analyses of welfare state have given the result that in the 1990’s, welfare state met its limits and the expanding of the welfare state ended. After the transition period, welfare state has gotten many descriptions, e.g. post-expanding welfare state and ensuring welfare state. One of the given names for the new society is project society, which means that society is not presumed to develop as a whole. Instead, it is presumed to develop through different programs, which concentrate on singular topics. Project society follows the definition of project as an effective, step by step proceeding method, which focuses on strictly defined objectives. In this study, the former goal-oriented description about project is recognized, but projects are also viewed as concentrating on process and learning.This study focuses in analyzing the desired changes in the social welfare area in the context of the transition of the welfare state, and especially in the context of public sector reform. More precisely, the aim is to find out the reasons for the projects, what their objectives were and how they were carried out in the organizational field. The method of the study is Grounded Theory, which is a qualitative method striving to produce theory out of the data. The data consists of 124 writings, which were published in the Finnish professional journal Sosiaaliturva in the volumes of 1990, 1996 and 2000.Welfare state can be described as an institutionalized entity. American sociologist W. Richard Scott has described institutional processes as interactive top-down and bottom-up processes. He claims that the new institutional phenomena are mixtures of influences, which come from both directions. In this study the period of transition of the welfare state is seen as a period of institutional change. It was found out, that the change of the welfare state started both top-down and bottom-up efforts, striving to influence the contents and organizing of welfare services and professional social work. There were three main top-down reasons for the projects: firstly, the public sector reform, which transferred the responsibility to organize services from the state to the local authorities, secondly, the new perspectives to welfare, introduced by the European Union, and thirdly, the critics of bureaucracy, which were expressed by the representatives of the New Public Management. Civil society, consisting mostly of voluntary organizations, was considered as a bottom-up actor and so were the professionals of welfare state organizations. Bureaucracy was also criticized by them. The actors of the third sector also brought the new welfare needs of the citizens to the agenda. On their behalf, the professional actors wanted to express their professionally motivated reasons, e.g. their narrow autonomy in the tight structures of bureaucratic organization and the ignorance concerning social work expertise.In the study, it was pointed out that the actors set objectives to the projects, which on the one hand attached to the traditional objectives and procedures, and on the other hand tried to reach the requirements of public sector reform and New Public Management. While setting the traditional objectives, the actors followed the formerly constructed structures of behavior, which they had learnt to regard as logical and legitimate. In public welfare services this means efforts to develop systems, which guarantee parallel and good quality services to all citizens. In new services it means aims to strengthen the citizens’ influence and to make the services easier to achieve. In professional social work it means efforts to loosen the bound to governance structures and trying to achieve more professional influence. The public sector reform, being the target of objectives, means an effort to make advantage of strategic planning and to ask the local third sector actors to take some responsibility over the services and the producing of services in companionship with the public sector. Raising the active citizenship, which can be integrated to the society in the terms of competitive society, was also a suitable objective to the idea on public sector reform. In projects concerning professional social work, the reform meant attempts to make social work more visible on the terms of New Public Management.It was found out, that the projects were carried out in an institutional field of social welfare organizations. In the studies of institutional change, mechanisms have been analyzed. These mechanisms indicate how the institutional change proceeds. In this study it was found out that in the process, it was typical to make the need of development visible, to create common ground to the actors and to arrange companion-ship in the process. It was also typical to act in the project by combining innovation and integration and finally to success in finding the way to become accepted in the organizational field. The importance of participating in the process appeared to be significant. In the world of projects, the actors’ choices were guided rather by cognitive processes than by regulations.en
