Säätiö ja maakunta : maakuntarahastojärjestelmän kentät ja verkostot

Abstract

Säätiöiden rooli taiteen ja kulttuurielämän rahoituksessa on vahvistunut viime vuosina merkittävästi. Säätiöiden tuki taiteelle on kaksinkertaistunut 2000-luvulla ja on jo lähes yhtä suuri kuin valtion taidetoimikuntien jakamat avustukset. Kasvun takana ovat onnistuneiden osakesijoitusten tuomat voitot.Jarmo Mäkisen väitöstutkimus tuo taustatietoa siihen, millaisten käsien läpi säätiöiden rahoja avustuskohteille virtaa. Mäkinen on tutkinut säätiöistä suurimman rahanjakajan, Suomen Kulttuurirahaston maakuntarahastojen hallintoa ja taustavaikuttajia. Maakuntarahastojen hallintoelinten eli hoitokuntien jäsenet ovat valikoituneet maakunnallisesta eliitistä, joka löytyy talouden, hallinnon, politiikan, joukkotiedotuksen, tieteen ja taiteen organisaatioista.

The aim of the study is to enhance understanding on the non-governmental ways of supporting regional culture. The object of the study is the system of the regional funds of the Finnish Cultural Foundation (FCF). The research material consists of the data collected by a questionnaire from the board members of the regional funds. It includes information about personal and organizational relations between the funds and their operational environment. Social network analysis and Pierre Bourdieu’s field theory are applied in this research. The correspondence analysis shows that the social network of the board members has a clear field structure. The role of each field is discussed in the conclusion in the framework of the symbolic economy. The study suggests that the positions of the boards are held more permanently by background organizations of the members than individuals. The structure of the board members’ network is clearly separated into inner and outer part. The role of the inner part is to run the practise of the organisation. The outer network is operating more at symbolical level. It includes prestigious people with enough symbolic power to determine ‘will and essence’ of the region. I suggest that functional inner part of the board members’ network has become more important in time as professional practises and the role of the central fund of the FCF have been emphasised. In conclusion I discuss the implications of the double role of the regional funds as private foundations supporting art and science and as regional actors.
