dc.description.abstractThis thesis reports four empirical studies analysing gender differences in unemployment in Finland. The studies are preceded by an introductory chapter providing a brief look at the theoretical background of these studies, outlining the content and presenting the main results of the thesis. The main purpose of this thesis is to shed light on gender related differences in unemployment, particularly in labour market transitions of the unemployed, in the duration of unemployment and in the success of active labour market programmes.The first study documents the magnitude and evolution of worker flows in the Finnish labour market and investigates the dynamic properties of worker flows and stocks for transitions to and from unemployment. The results indicate that an adverse shock triggers an increase in unemployment and that the effects of the shock differ by gender.The second study analyses gender differences in the probabilities of transiting from unemployment into employment, studying and economic inactivity. The results of the multinomial logit model indicate that female labour market outcomes are more responsive to family-related background characteristics. Education is found to be particularly important in promoting the labour market position of women.The third study presents evidence on the determinants of unemployment duration for men and women in Finland using hazard models. The results indicate considerable negative duration dependence regarding exits from unemployment, with a benefit exhaustion related upturn after two years of unemployment. This upturn is not directed towards employment though. The longer periods of unemployment generally observed for men are explained by women’s eagerness to participate in active labour market programmes.The final study evaluates the long run effects of Finnish active labour market programmes and gender differences therein. The findings of propensity score matching indicate that not only is there distinct variation in the success of different programmesen
dc.description.abstractVirve Ollikainen tutki väitöskirjassaan suomalaista työttömyyttä ja sukupuolieroja työttömyydessä.Työttömyyden pitkä kesto pienentää työllistymisen todennäköisyyttä. Tämä pätee niin naisiin kuin miehiinkin. Aiempi työttömyys heikentää erityisesti miesten työmarkkina-asemaa.Naiset näyttävät olevan miehiä joustavampia työttömyytensä ratkaisuvaihtoehtojen suhteen. Naisten lyhyemmät työttömyysjaksot selittyvät heidän siirtymisellään aktiivisen työvoimapolitiikan piiriin ja työvoiman ulkopuolelle. Perhetekijät heikentävät naisten työmarkkina-asemaa, mutta ovat merkityksettömiä tai jopa myönteisiä miehen työmarkkina-aseman kannalta. Erityisesti pienet lapset vaikeuttavat naisten työllistymistä.Työttömien työllistyminen riippuu merkittävästi koulutuksesta. Koulutuksen merkitys korostuu erityisen voimakkaasti naisten työllistymisessä. Työttömyyden kohdanneista korkeasti koulutetuista naiset työllistyivät jopa paremmin kuin miehet. Myös keskiasteen koulutus edistää työttömien naisten työllistymistä, joskaan ei vastaavassa määrin kuin korkea-asteen koulutus.Nuorille työttömille suunnattujen työvoimapoliittisten toimenpiteiden vaikutuksissa on huomattavia eroja sekä eri toimenpiteiden että sukupuolten välillä. Työllistämistuki ja työvoimakoulutus osoittautuvat hyviksi keinoiksi parantaa nuorten työttömien työmarkkina-asemaa. Työmarkkinatuella tapahtuvan työharjoittelun vaikutukset näyttäisivät sen sijaan olevan vähäisiä. Naiset hakeutuvat aktiivisen työvoimapolitiikan piiriin miehiä useammin, mutta sijoittuvat esimerkiksi julkisen sektorin tukitöihin tai harjoitteluun, joista ei ole heille vastaavassa määrin hyötyä.fi
