dc.description.abstractTuija Kotiranta tarkastelee väitöskirjassaan aktivointia työttömien ihmisten näkökulmasta. Aktivoinnin tekee ongelmalliseksi se, että siinä työttömän kohtaloksi jää olla aktivoitava. Aktivointi on siis jo sanana ristiriitainen. Tutkimuksessaan Kotiranta haki vastausta siihen, millaisilla käsitteillä aktivointi-ilmiötä kannattaisi tarkastella.- Suomessa työttömyyteen liitetään sekä aktivoinnin että kuntoutuksen käsitteet, mikä lääketieteellistää työttömyyttä hankalalla tavalla. Aktivoinnin sijaan tulisikin puhua esimerkiksi työllistymisen tukemisesta tai sen esteiden poistamisesta, Kotiranta ehdottaa.Sosiaalipalveluilla ihmisiä tuetaan ja autetaan yleensä samankaltaisia palveluja, ehtoja ja etuisuuksia käyttäen. Pyrkimyksenä on mahdollisimman samanarvoinen, tasapuolinen kohtelu. Tilanne on kuitenkin toinen, jos kyseessä on tapauskohtaiseen harkintaan ja ammatilliseen tilannearviointiin perustuva työote. Kotiranta havaitsi, että sosiaalityön tai sen lähialojen, kuten sosiaalisen kuntoutuksen, aktivoinnin, ohjauksen ja terapeuttisen työotteen tärkein työmetodi on mahdollisimman yksilöllinen sekä erilaiset elämänolosuhteet ja -historiat huomioiva palvelu.- Tämä tulee muistaa erityisesti aktivoinnin tehostamista vaadittaessa, sillä aktivointi on kaikkien oikeus, ei velvollisuus, Kotiranta painottaa. Yhteiskuntapolitiikan tasolla aktivointilain ajatus kuntoutuksesta on sekä oikea ja hyvä että huono ja väärä. Väärä se on sitoessaan työttömyyden sairauteen ja vajaakuntoisuuteen, sillä lääketieteellistäminen johtaa työttömyysongelman vääränlaiseen yksilöllistämiseen. Monet työttömät ihmiset ovat kokeneet ristiriitaisiksi tilanteet, joissa heitä on yritetty eri toimenpitein aktivoida työmarkkinoille silloin, kun töitä ei kaikille ole.fi
dc.description.abstractOver the past two decades, a significant qualitative change has taken place in Finland in the demand for labour force. Some people will remain unemployed forever. This study examines the policy and process of activation as phenomena and concepts. It aims to identify concepts and closely related concepts that are fruitful in discussing the process of becoming active, which is looked at from the structural point of view, as a question linked with individuals' actions and experiences, and also as meaning giving. In Finland, unemployment is associated with the notions of activation measures and rehabilitation, which contributes to medicalising unemployment in a problematic way.The concrete starting point of the study was an empirical investigation of activation policy. The question to be answered is why activation measures activate or how the process of becoming active can be understood theoretically? The key issue is what conceptual framework is to be used to examine the phenomena of activation or what the more theoretical understanding of the phenomena is. Theoretically, the study draws on an idea that the ontological question of how people are perceived to think and act is fundamentally linked with the methodological question of how we can study people and their actions. The starting point was to find a research approach that does justice to the object of the study. The study falls within the tradition of philosophical-anthropological research on social work.The principal finding of the study is that, at the level of an individual, the process of activation is also concerned with conative factors, such as will, power and choices. The hidden objective of activation policy is conative, that is, it seeks to affect unemployed people's will with the intention of making them want employment, even in the case of so-called inferior jobs. Underlying the policy of activation is a concern about the collapse of work morale.At the level of public policy, this principal finding implies that the idea of activation legislation is righteous but also unrighteous if activation is only linked with incapacitation or disability. Medicalisation leads to a wrong kind of individualisation of the unemployment problem. The approach should be changed. What we are concerned with here are political choices to be made at the level of society.en
